Financial assistance for overseas study isavailable to Taiwanese students, but most students are unaware of where to look for this information. Financial assistance for Taiwanese students who are interested in studying in the United States is granted by government agencies as well as non-profit and private organizations in Taiwan. The Ministry of Education (MOE) and The National Science Council (NSC) are two chief governmental agencies that offer financial support to students wishing to pursue education abroad.

Eligibility for financial assistance can be based on need or merit. Need-based sources of assistance, generally called “financial aid,” are given to students who cannot finance school tuition on their own. Merit-based sources of assistance, generally called “scholarships,” are given to students that demonstrate academic excellence. Merit-based assistance can be awarded on test results, grades, academic research needs, special talents in areas such as athletics or the arts, or on the results of student participation in contests such as essay writing contests.

Financial support for overseas study generally comes in the form of a loan, grant, or scholarship. “Financial aid” is a student loan. A loan is money lent to a student temporarily to pay for schooling. Loans are generally lent with interest, bound by a contract, and expected to be repaid after a pre-specified amount of time. A grant is financial support for research in a particular subject area or field that does not need to be repaid, while a scholarship is a grant from a college or organization for students with demonstrated excellence in a specific subject area.
